JSW Group Deepens Odisha Footprint with Third Mega Steel Plant as HLCA Clears ₹55,783-Crore Investments

Bhubaneswar: Odisha’s industrial landscape is set for a major expansion with the High-Level Clearance Authority (HLCA), chaired by Chief Minister Mohan Charan Majhi, approving seven large-scale projects involving a total investment of ₹55,783 crore. The approvals underscore the state’s growing appeal as a hub for capital-intensive manufacturing across metals, advanced materials, and high-technology sectors.

Anchoring the latest clearances is Saffron Resources Pvt Ltd, a JSW Group company, which will set up a 6 million tonnes per annum (MTPA) integrated steel plant in Dhenkanal district. The project entails an investment of ₹35,000 crore and is expected to generate around 8,000 direct and indirect employment opportunities.

With this approval, JSW Group will operate three mega steel projects in Odisha. These include the proposed ₹65,000-crore Utkal steel plant in Jagatsinghpur, the ₹40,000-crore JSW–POSCO joint venture steel plant in Keonjhar, and the newly cleared Dhenkanal facility. Together, the projects position JSW as one of the most significant industrial investors in the state’s steel ecosystem.

Beyond steel, the HLCA cleared a diverse set of proposals spanning future-facing and core industrial sectors. Jindal Poly Films received approval for a ₹12,000-crore titanium dioxide manufacturing unit, strengthening Odisha’s presence in advanced materials and chemicals. Sancode Semi’s ₹1,650-crore OSAT (Outsourced Semiconductor Assembly and Test) facility marks a key step towards integrating the state into India’s semiconductor value chain.

Other approvals include Inox Air Products’ ₹1,300-crore air separation unit, Ferro Alloys Corporation’s ₹2,000-crore manganese plant, and GMR Kamalanga Energy’s 350 MW thermal power project. Investments were also cleared in rare earth processing, automobiles and auto-components, industrial gases, and ferroalloys, reflecting a broad-based industrial strategy.

Officials said the projects align with Odisha’s focus on value addition, employment generation, and downstream industrial development, while leveraging the state’s mineral resources and improving infrastructure. With multiple mega steel plants and emerging high-tech investments, Odisha is steadily consolidating its position as one of India’s key industrial growth engines.
