Odisha Imposes Restrictions on Pan Masala, Gutkha and Khaini

Packaging, Production and Sale Curbed as per FSSAI Guidelines and Supreme Court Orders

Bhubaneswar: The Odisha government has imposed strict restrictions on the manufacture, packaging, supply and sale of pan masala, gutkha and khaini across the state, following guidelines issued by the Food Safety and Standards Authority of India (FSSAI) and in compliance with Supreme Court directions.

According to official sources, the move aims to protect public health by curbing the circulation of tobacco and nicotine-based products that pose serious health risks. FSSAI has reported that such products violate food safety norms, particularly when tobacco or nicotine is mixed with consumable items like pan masala and khaini.

The restrictions cover all stages of the supply chain, including production units, wholesalers, retailers and transporters. Authorities have been instructed to ensure that packaging and sale of these products do not bypass existing bans through indirect methods, such as selling tobacco and pan masala separately in combined packs.

State officials said enforcement agencies, food safety officers and district administrations have been directed to conduct regular inspections, raids and monitoring drives. Violators will face strict legal action, including seizure of products, penalties and prosecution under relevant laws.

Health experts have welcomed the decision, stating that consumption of gutkha, khaini and similar products is a major cause of oral cancer, dental diseases and other serious health conditions. They have urged citizens, especially youth, to avoid tobacco products and adopt healthier lifestyles.

The Odisha government reaffirmed its commitment to implementing Supreme Court orders in letter and spirit, while strengthening public awareness about the dangers of tobacco consumption.
