BMC to Expand: 26 Revenue Villages Set to Be Included Within Bhubaneswar City Limits

Bhubaneswar: In a significant move to expand the urban footprint of the state capital, the Odisha government’s Housing & Urban Development (H&UD) Department has officially proposed the inclusion of 26 revenue villages from Khordha district within the limits of the Bhubaneswar Municipal Corporation (BMC).

The proposal was notified on December 31, 2025, under the provisions of the Odisha Municipal Corporation Act, 2003, and aims to bring areas contiguous to the existing municipal limits under BMC’s administrative jurisdiction. The move is seen as a major step towards planned urban expansion and improved civic governance in fast-growing peripheral areas of Bhubaneswar.

Villages Proposed for Inclusion

The proposed expansion primarily covers villages from the Bhubaneswar and Balianta blocks, currently falling under various Gram Panchayats.

Bhubaneswar Block

  • Ranasinghpur GP: Sijua

  • Tamando GP: Sijiput, Naragoda, Sahajapur, Tamando, Bijipur, Dasabatia, Balipada, Kasipur, Beguniabarahi

  • Sisupalgarh GP: Badadhanapur, Sisupalgarh, Mahabhoisasan

  • Andharua GP: Jagannathprasad, Andharua, Daspur, Pada village–Chunukoli, Godabari

  • Basuaghai GP: Durgapurpatana, Basuaghai, Keshura, Kordakanta, Bankuala

  • Lingipur GP: Raghunathpur, Lingipur

Balianta Block

  • Balianta GP: Andilo

Public Objections and Suggestions Invited

The state government has invited objections and suggestions from residents, landowners, and other stakeholders who may be affected by the proposed expansion.

  • Timeframe: Submissions must be made within 30 days from the date of publication of the notification in the Odisha Gazette.

  • Submission Process: Objections or suggestions should be submitted in writing to the Housing & Urban Development Department, either directly or through the District Magistrate, Khordha.

Officials have assured that all representations received within the stipulated period will be duly examined before a final decision is taken.

Administrative Directions Issued

The District Magistrate and Collector, Khordha, has been directed to prominently display the notification on office notice boards and ensure that any objections received are promptly forwarded to the H&UD Department. The Information & Public Relations (I&PR) Department has also been instructed to publish the notification in two local newspapers to ensure wide public awareness.

Legal Basis

The proposed expansion is being carried out in exercise of the powers conferred under sub-section (6) of Section 3 of the Odisha Municipal Corporation Act, 2003, which empowers the state government to alter municipal boundaries.

If implemented, the expansion is expected to bring improved urban infrastructure, civic services, and planned development to the newly included areas, while significantly reshaping the administrative map of Bhubaneswar.
