Centre Cracks Down on IPR Compliance: IAS Promotions to Be Halted for Non-Filers

Bhubaneswar: The Central government has issued strict directions to all Indian Administrative Service (IAS) officers, making the timely submission of their annual Immovable Property Return (IPR) mandatory, with clear penalties for non-compliance. Officers who fail to file their IPRs on time will face stalled promotions and possible disciplinary action.

The Department of Personnel and Training (DoPT), in an office memorandum dated December 23, has instructed secretaries of all central ministries and chief secretaries of states to ensure strict adherence to the rule. As per existing norms, IAS officers are required to submit details of their immovable properties for the previous calendar year by January 31 every year. Accordingly, the deadline for filing IPRs for the 2025 calendar year has been fixed as January 31, 2026.

The memorandum underscores the government’s focus on enhancing transparency and accountability within the higher civil services. It makes it clear that non-submission or delayed submission of IPRs will be treated as a serious lapse, directly impacting an officer’s career progression.

The DoPT has asked administrative heads to closely monitor compliance and take necessary enforcement measures to ensure that all officers under their control meet the deadline. The move is seen as part of a broader effort by the Centre to strengthen ethical standards and public trust in governance.
