Utkal University’s newly announced stringent campus guidelines reflect this delicate balancing act—tilting firmly toward control in the name of security and academic focus.
The mandatory carrying of identity cards and random security checks are, on the face of it, reasonable administrative measures. In an era when campuses increasingly face concerns over safety, harassment, and unauthorised entry, such protocols can help deter mischief and ensure accountability. Treating unauthorised individuals as trespassers and involving the police underscores the administration’s intent to enforce discipline decisively.
The declaration of the campus as a zero-tolerance zone for tobacco, intoxicants, and e-cigarettes is equally aligned with public health priorities. Educational institutions have a responsibility not only to impart knowledge but also to model responsible behaviour. Substance-free campuses can contribute to healthier student communities and a more serious academic environment.
However, the broader question is whether over-policing risks undermining the spirit of a university. Strict prohibitions on “unauthorised loitering” and vaguely defined “disruptive behaviour” can be interpreted expansively, potentially curbing legitimate student activities, informal discussions, and peaceful gatherings. Universities thrive on interaction, debate, and even dissent; excessive surveillance can create a climate of fear rather than learning.
The challenge for Utkal University—and for higher education institutions across India—is to ensure that discipline does not become repression. Rules must be transparent, proportionate, and consistently enforced, with grievance redressal mechanisms in place to prevent misuse of authority.
