Odisha Issues Heatwave Guidelines; Outdoor Work Banned During Peak Hours

Bhubaneswar: The Government of Odisha has issued comprehensive guidelines to safeguard outdoor workers from heat-related illnesses during the summer season, enforcing restrictions from April 1 to June 15, 2026.

Ban on Work During Peak Heat Hours

As part of the measures, outdoor work has been prohibited between 11:00 AM and 3:00 PM, the period identified as most vulnerable to extreme heat and heatstroke risks.

Mandatory Safeguards for Workers

Employers have been directed to reschedule work timings or ensure essential protective arrangements, especially for workers engaged in critical services. These include:

  • Provision of cool drinking water

  • Availability of shaded rest areas

  • Access to medical support

  • Distribution of ORS (Oral Rehydration Solution)

Health System on Alert

Health authorities across Odisha have been placed on high alert to handle heatwave-related emergencies, with preparedness measures in place at hospitals and primary health centres.

Strict Monitoring and Enforcement

District administrations have been tasked with strict enforcement of the guidelines, ensuring employer compliance and accountability. Officials will monitor working conditions and take action against violations.

The initiative aims to minimise heatstroke cases and protect vulnerable workers, particularly those in construction, agriculture and other outdoor sectors, during the peak summer months.
