Bhubaneswar: The Government of Odisha has initiated a comprehensive revision of the Detailed Project Report (DPR) for the proposed Bhubaneswar Town Centre District (BTCD), aiming to strengthen urban infrastructure and improve connectivity around the city’s railway station area.
Housing and Urban Development Minister Krushna Chandra Mahapatra informed the Assembly that the redesign has become necessary in view of ongoing expansion works by the East Coast Railway and evolving urban requirements around Master Canteen Square.
Project Scope Being Reworked
The BTCD project, initially planned over 8.12 acres and later expanded to nearly 12 acres, is now being restructured to align with the large-scale redevelopment of the Bhubaneswar Railway Station.
Authorities are focusing on integrating key urban infrastructure components to create a more efficient and future-ready urban hub.

Mixed-use developments under a public-private partnership (PPP) model
Smart City Vision and TOD Model
Envisioned under the Smart Cities Mission, BTCD is designed as Bhubaneswar’s first Transit-Oriented Development (TOD) zone.
Strategically located near Master Canteen Square and connected to Janpath, the project aims to:
