Bhubaneswar: The Comptroller and Auditor General of India (CAG) has flagged financial irregularities and systemic planning gaps in the management and utilisation of District Mineral Foundation (DMF) funds in Odisha.
Principal Accountant General Subu R, IAAS, said the audit found shortcomings in the transfer of funds to local bodies. He said funds released by the government were required to be devolved to local bodies, but the prescribed transfer was not carried out as required.
The audit also reviewed the utilisation of sports infrastructure, including mini stadiums developed through DMF funds. According to the Principal Accountant General, instances of non-utilisation and under-utilisation of facilities, as well as encroachment of land, were observed during the audit.
The findings point to gaps not only in fund management but also in planning, implementation and monitoring of projects funded through DMF resources.
The observations were made in connection with the audit findings reported on September 28.
