Bhubaneswar: Official data presented in the Odisha Legislative Assembly has identified the five districts that recorded the highest number of reported crimes against women in 2025.
According to the figures placed before the House, Jajpur topped the list, followed by Ganjam, Khordha, Mayurbhanj, and Cuttack.
The data has once again drawn attention to women’s safety and the need for stronger preventive measures, faster investigation, and effective implementation of laws aimed at protecting women across the state.
However, experts caution against interpreting the rankings solely as an indication of higher levels of crime. The figures represent the absolute number of reported cases and not the crime rate adjusted for population. As a result, districts with larger populations or greater awareness of legal rights may naturally record a higher number of complaints.
A higher number of reported cases may also indicate increased public confidence in the justice system, with more women coming forward to report offences rather than remaining silent. Improved access to police, awareness campaigns, and support mechanisms can contribute to higher reporting rates.
Authorities have reiterated the importance of encouraging survivors to report crimes while strengthening law enforcement, victim support services, and public awareness initiatives to ensure women’s safety across Odisha.
