Odisha Government Releases Guidelines for Incentives to Promote Odia Cuisine Restaurants

Bhubaneswar: In a significant move to promote Odisha’s culinary heritage and strengthen food-based tourism, the state government has issued detailed guidelines for Odia cuisine restaurants seeking incentives under the Odisha Tourism (Amendment) Policy, 2026.

The new framework outlines eight key eligibility criteria that restaurants must fulfill to qualify for financial assistance and support from the government. The initiative aims to encourage entrepreneurs to establish and expand authentic Odia cuisine outlets while showcasing the state’s rich gastronomic traditions to tourists and visitors.

According to the guidelines, eligible restaurants must have clear ownership or legal possession of land or premises, maintain a minimum seating capacity of 25 guests, operate a hygienic and well-equipped kitchen, and make a minimum investment of ₹20 lakh in the establishment. Additional standards relating to food quality, service, infrastructure and compliance with statutory regulations must also be met.

To support the growth of Odia cuisine establishments, the government has introduced both Capital Expenditure (CAPEX) and Operational Expenditure (OPEX) incentives.

Under the CAPEX component, eligible restaurants can receive reimbursement for approved capital investments, with assistance capped at ₹5 crore. The OPEX support includes reimbursement of certain operational expenses, including electricity charges, with financial assistance capped at ₹2 lakh per month.

The incentives will be available not only for restaurants operating at tourist destinations within Odisha but also for selected major cities and prominent tourist locations outside the state. The provision is intended to expand the visibility of Odia cuisine beyond state boundaries and promote Odisha’s food culture among a wider audience.

To ensure authenticity and compliance, claims submitted by restaurants will be evaluated and verified by an Odia Culinary Committee, which will assess whether the establishments meet the prescribed standards and genuinely represent Odia culinary traditions.

Tourism and hospitality experts have welcomed the initiative, noting that food tourism is increasingly becoming a major attraction for travelers. The policy is expected to create new opportunities for restaurateurs, support local food entrepreneurs, boost demand for traditional ingredients and recipes, and strengthen Odisha’s identity as a destination known for its distinctive cuisine.

With the introduction of these incentives, the Odisha government hopes to preserve, promote and popularize traditional Odia food while generating employment, encouraging investment and enhancing the state’s tourism ecosystem.
