Bhubaneswar: The Food Safety and Standards Authority of India (FSSAI) has proposed a major regulatory shift mandating plastic-free packaging for pan masala, gutka, and similar products.
Under a draft amendment to the Food Safety and Standards Packaging Regulations 2018, these products would be allowed to be packed only in eco-friendly materials such as paper, paperboard, cellulose, or other naturally derived alternatives.
The proposal explicitly bans the use of plastics—including polyethylene, polypropylene, polyester, and PVC—as well as multilayer laminates, aluminium foil, and metallised layers. The norms will apply to both tobacco and non-tobacco variants of pan masala and related products.
The move aligns with India’s broader plastic waste management framework and aims to significantly reduce non-recyclable waste generated by single-use packaging in the chewing products segment.
FSSAI has invited objections and suggestions from stakeholders within 30 days. Once finalised, the amendment is expected to have a substantial impact on the pan masala and chewing tobacco industry, requiring a transition toward sustainable packaging solutions.
