Bhubaneswar: Government of Odisha has directed all government and government-aided schools across the state to constitute new School Management Committees (SMCs) under the SMC Guidelines 2026, with 75% of members comprising parents or guardians of enrolled students.
Under the revised framework, the earlier dual system of School Management Committees (SMCs) and School Management & Development Committees (SMDCs) has been replaced with a single committee for each school. The move is aimed at streamlining school administration, improving accountability, and ensuring more effective community participation in school governance.
Each newly formed SMC will also establish two dedicated sub-committees—one to oversee school infrastructure and maintenance and another to monitor teaching quality and academic performance. These specialized groups are expected to strengthen both the physical development of schools and the quality of education.
The new guidelines further mandate that at least 50% of SMC members must be women, promoting greater gender representation and inclusive decision-making at the grassroots level.
According to the timeline issued by Odisha School Education Programme Authority, schools must complete the constitution of the new committees by July 17, while the details of the committees must be submitted to the authorities by July 22.
The initiative is expected to enhance transparency, strengthen community involvement, and improve the overall governance and functioning of government schools across Odisha.
