POSCO Returns to Odisha with JSW Partnership, ₹35,000 Crore Steel Project in Dhenkanal

Bhubaneswar: Nearly a decade after exiting Odisha amid land acquisition challenges, POSCO has re-entered the state with a revised strategy, partnering with JSW Steel in a 50:50 joint venture to set up a ₹35,000 crore integrated steel plant in Dhenkanal.

The proposed facility will have a production capacity of 6 million tonnes per annum (MTPA) and will focus on manufacturing high-grade flat steel for sectors such as automotive and advanced manufacturing. This aligns with India’s broader push to reduce dependence on imported specialty steel and strengthen domestic industrial value chains.

Unlike its earlier standalone venture that stalled due to land conflicts and regulatory hurdles, the new project is built on pre-secured land and leverages the local expertise and execution capabilities of JSW Steel. This approach is expected to significantly lower project risks and accelerate implementation timelines.

Beyond the investment scale, the development carries strategic significance. It reflects a shift in Odisha’s industrial ecosystem—from being perceived as a high-risk destination for large-scale projects to emerging as a more execution-ready, policy-stable, and globally competitive investment hub.

The renewed entry of POSCO underscores growing investor confidence in the state’s industrial framework and marks a notable turnaround from a previously stalled mega project to a restructured, partnership-driven model.
