Bhubaneswar: In a major push to boost manufacturing and industrial growth, the Union Cabinet chaired by Prime Minister Narendra Modi has approved the Bharat Audyogik Vikas Yojana (BHAVYA) with a total outlay of ₹33,660 crore.
The ambitious scheme aims to develop 100 plug-and-play industrial parks across the country, creating world-class infrastructure and accelerating India’s journey towards becoming a global manufacturing hub.
Building the Foundation for ‘Viksit Bharat’
BHAVYA builds on the success of industrial smart cities developed under the National Industrial Corridor Development Programme (NICDP). The scheme will be implemented in partnership with state governments and private sector players, ensuring a collaborative approach to industrial expansion.
The initiative is aligned with the vision of ‘Viksit Bharat’, focusing on strengthening domestic manufacturing capabilities and boosting exports.
Faster Approvals, Investor-Friendly Ecosystem
A key highlight of the scheme is its emphasis on ease of doing business. BHAVYA will introduce:

These measures aim to enable industries to move quickly from investment intent to production, reducing delays and entry barriers.
Plug-and-Play Industrial Ecosystems
Under the scheme, industrial parks ranging from 100 to 1,000 acres will be developed with ready infrastructure. Financial assistance of up to ₹1 crore per acre will be provided for:

Core infrastructure: Roads, underground utilities, drainage, treatment facilities and ICT systems

Value-added infrastructure: Factory sheds, built-to-suit units, testing labs and warehousing

Social infrastructure: Worker housing and essential amenities
Additionally, support for external infrastructure will be provided up to 25% of the total project cost, ensuring seamless connectivity.
Future-Ready and Sustainable Design
The industrial parks will be developed as modern, sustainable ecosystems, aligned with the PM GatiShakti framework. Key features include:

Underground utility corridors for a no-dig environment
These measures are expected to enhance efficiency, reduce operational disruptions and improve productivity.
Driving Jobs and Investment
The BHAVYA scheme is expected to generate large-scale employment opportunities, both direct and indirect, across manufacturing, logistics and services sectors.

Role of NICDC
The implementation will be spearheaded by the National Industrial Corridor Development Corporation (NICDC), under the Department for Promotion of Industry and Internal Trade (DPIIT), Ministry of Commerce and Industry.
Currently managing 20 projects across 13 states, NICDC has been instrumental in developing greenfield industrial smart cities and advancing the plug-and-play infrastructure model.
