CLOUD KITCHEN BOOM IN BHUBANESWAR AND CUTTACK SPARKS DEBATE OVER RESIDENTIAL SAFETY, REGULATIONS AND URBAN GROWTH

Bhubaneswar: The rapid expansion of cloud kitchens in Bhubaneswar and Cuttack has created new opportunities for food entrepreneurs while also raising concerns over safety, regulation and the commercial use of residential areas.

Driven by the growing popularity of app-based food delivery platforms, an increasing number of home-based and commercial cloud kitchens are now operating from houses and apartment buildings across the Twin Cities. While these businesses offer consumers greater convenience and generate employment, residents and urban planning experts have expressed concerns about parking congestion, inadequate ventilation, fire hazards and the increasing commercialisation of residential neighbourhoods.

Urban planners and fire safety officials have cautioned that large-scale cooking operations involving LPG cylinders, high temperatures and continuous food preparation require robust safety measures, particularly in densely populated localities with narrow roads and limited access for emergency services.

Civic authorities have acknowledged the rapid growth of the sector and emphasised that cloud kitchens must comply with building regulations, land-use norms, trade licence requirements and prescribed fire and public safety standards.

Food entrepreneurs, however, contend that cloud kitchens have become an integral part of the evolving urban economy. They argue that the sector requires a clear and practical regulatory framework that supports innovation and business growth while ensuring compliance with safety norms, rather than imposing blanket restrictions.

As Bhubaneswar and Cuttack continue to expand, the key challenge for policymakers will be striking a balance between encouraging urban entrepreneurship and safeguarding residential safety, planned development and the quality of life in local communities.
