‘Na Tala’ Building in Bhubaneswar to Be Demolished; New Lok Seva Bhavan Planned

Bhubaneswar: The iconic nine-storey ‘Na Tala’ building in Bhubaneswar, which houses directorates of several state government departments, will be demolished after being declared structurally unsafe, Odisha Works Minister Prithviraj Harichandan said on Tuesday.

The Minister said that apart from the ‘Na Tala’ building, Sech Sadan and Rajiv Bhavan have also been identified as unsafe following structural assessments. In view of safety concerns, the state government has decided to dismantle these buildings and replace them with a new, modern administrative complex.

New Lok Seva Bhavan in Three Phases

Harichandan said the proposed Lok Seva Bhavan will be constructed in three phases. In the first phase, the main office building will come up near the existing Kharavela Bhavan. Once completed, all major government offices will function from a single integrated campus, improving coordination and administrative efficiency.

The new offices will be located near the ADM office at Power House Square and close to the OSEPA office, officials said.

Heritage Preservation and Future Expansion

The Works Minister clarified that the existing Odisha Legislative Assembly building will be preserved as a heritage structure and converted into a museum. However, it may also be repurposed in the future if a Legislative Council is constituted in the state.

In parallel, plans are underway for a new Assembly building with a seating capacity of 300 members, keeping long-term requirements in mind.

Large Integrated Campus

The integrated administrative campus is proposed to be developed over more than 71 acres, featuring modern infrastructure, advanced facilities and underground parking. The overall project cost is estimated to exceed ₹3,600 crore.

The redevelopment is aimed at ensuring safety, modernising governance infrastructure and creating a future-ready administrative ecosystem for Odisha.
