Bhubaneswar: The Odisha government is considering a comprehensive census of the LGBT community and exploring the introduction of reservation for transgender individuals in educational institutions as part of a broader effort to strengthen welfare and social inclusion.
The proposals were discussed during a meeting of the State Transgender Welfare Board, where officials reviewed a range of measures aimed at improving access to education, healthcare, employment and government welfare schemes for the transgender community.
A comprehensive census has been proposed to help the government obtain clearer data on the community and better understand its social and economic needs. The exercise could also assist in designing more targeted welfare programmes and ensuring that eligible beneficiaries have access to government services.
The government is also considering reservation for transgender individuals in educational institutions, which could provide greater opportunities for members of the community to pursue higher education and improve their employment prospects.
During the meeting, discussions also focused on strengthening economic support through financial assistance to Self-Help Groups (SHGs) involving transgender persons. Such support is aimed at promoting livelihoods and encouraging greater economic independence.
Healthcare emerged as another key area of discussion. Proposals include improving access to healthcare services, including gender-affirming healthcare and surgeries, along with better access to other essential medical facilities.
The government is also examining measures related to housing, employment and safety, as well as improving access to transgender certificates and other government documentation.
The proposed measures are part of efforts to address challenges faced by transgender people in accessing education, employment, healthcare, housing and social-security programmes.
If implemented, the initiatives could provide a more comprehensive framework for transgender welfare in Odisha, with the focus shifting towards greater inclusion, equal opportunity and access to essential services.
