Odisha Signs ₹67,000 Crore Green Energy Pact with Japan’s IHI Corporation and ACME Group

Bhubaneswar: The Industries Department, Government of Odisha has signed a Memorandum of Cooperation (MoC) with IHI Corporation and ACME Group to develop three major green energy projects in the state, attracting a combined investment of ₹67,000 crore.

The agreement covers the establishment of:

  • A 0.4 million tonnes per annum (MTPA) green ammonia plant at Gopalpur.
  • A 0.8 MTPA green ammonia facility at Paradip.
  • A green methanol plant at Paradip.

The Memorandum of Cooperation was signed in the presence of senior government officials at Lok Seva Bhawan in Bhubaneswar.

The coastal projects are designed to produce clean fuels for export to Japan, strengthening Odisha’s position as an emerging hub for green hydrogen derivatives while supporting global decarbonisation efforts. The initiative is also expected to generate around 7,000 direct employment opportunities, besides creating substantial demand across local supply chains, logistics, and skill development.

Odisha Chief Minister Mohan Charan Majhi described the agreement as a landmark step for technology transfer, international collaboration, and green industrialisation. He said the partnership aligns with the state’s Samruddha Odisha 2036 vision while contributing to India’s broader clean energy and net-zero ambitions.

The collaboration marks one of Odisha’s largest investments in the green fuels sector and is expected to accelerate the state’s transition towards sustainable industrial growth, renewable energy-based manufacturing, and export-oriented clean fuel production.
