Bhubaneswar: The Bhubaneswar Municipal Corporation’s planned city-wide survey to identify unauthorised commercial activities in residential areas has triggered a wider debate on urban liveability versus the survival of small businesses in Bhubaneswar.
The move follows directions from the Supreme Court of India, which has asked civic bodies across state capitals to inspect and report violations of zoning norms. In Bhubaneswar, the survey will cover all wards, targeting establishments such as coaching centres, clinics, offices, shops, and guesthouses operating without approval in residential zones.
Residents have largely welcomed the initiative, citing persistent issues such as traffic congestion, parking shortages, noise pollution, and strain on basic infrastructure like water supply and sewage systems. Many believe stricter enforcement will help restore the planned character of residential neighbourhoods.
However, concerns have emerged from small business owners and service providers who rely on residential spaces due to high commercial rents and limited access to designated business zones. Experts warn that abrupt enforcement could disrupt livelihoods and reduce access to essential neighbourhood services such as tuition centres and clinics.
Urban planners suggest a balanced approach, advocating for phased enforcement, clearer mixed-use policies, and potential regularisation mechanisms for low-impact activities.
As BMC prepares to roll out the survey and enforcement measures, the outcome is likely to shape not just compliance levels, but also the broader trajectory of Bhubaneswar’s urban development.
